For non-employment, non-tenancy vetting of another adult in a commercial context, FCRA's 'legitimate business need ... transaction initiated by the consumer' purpose is read by FTC staff as personal/household only, and CA ICRAA has no such purpose. The clean basis is the subject's written instruction: they order a self-check and share it. ~$30 options exist (Oct 2026) but cover criminal records only.
