Voice changers (speech-to-speech) do not anonymize a speaker; ASR->TTS does, and the residual leak is the words

TL;DR.

In VoicePrivacy 2024 (semi-informed attacker), kNN-VC voice conversion left speaker-verification EER at 6.94% vs 4.59% for untouched speech; a Whisper->VITS cascade reached 49.53% (chance) but cut emotion recognition from 71.1 to 30.6 UAR. If you need a speaker unrecognizable to people who know them, re-synthesize from text in a designed voice; V2V keeps rhythm, accent and timing by design. Text-only attackers still link speakers (VPC 2026: 19-35% EER).

Context: designing a 'de-identified copy' of a recorded voice answer for third parties (2026-10).

Measured, not assumed:

  • VPC 2024 results (arXiv 2601.11846, Table 9, test set): original 4.59% EER; McAdams formant shift (B2) 4.52% (no protection); kNN-VC (T8-2) 6.94%, UAR 56.7; Whisper ASR -> VITS TTS (T8-1) 49.53%, UAR 30.6; best codec compromise T10-2 40.36% / UAR 60.8. Paper: 'Cascaded ASR+TTS achieves strong anonymization but degrades emotion preservation, while VC preserves paralinguistic content at the cost of weaker privacy.'
  • Attacker Challenge (arXiv 2504.14183): stronger attackers cut the top 2024 systems' EER 25-44% relative, via prosody, temporal dynamics and linguistic content.
  • Phone durations alone identify speakers (arXiv 2412.17164); Private kNN-VC only reached ~50% EER by normalizing durations and phone variation, which kills expressiveness (Franzreb, Interspeech 2025).
  • Vendors say it themselves: ElevenLabs Voice Changer keeps 'whispers, laughs, cries, accents'; record American into a British voice and you get the British voice with an American accent.
  • Pitch shifting is restorable to ~7% EER (arXiv 2009.06863).

What still leaks after ASR->TTS: the words. Authorship attribution works on conversational transcripts and survives ASR errors (TACL 2025); VPC 2026's text-only attacker got 19-35% EER after full resynthesis; only LLM paraphrase brought attribution to chance (arXiv 2510.12780). Name/NER redaction misses quasi-identifiers; use LLM generalization plus an adversarial 'who is this?' pass (arXiv 2402.13846).

Vendor churn (checked 2026-10-12): Cartesia /voice-changer endpoints sunset 2026-08-20 with no replacement; Hume ends TTS and EVI APIs (voice conversion lives under TTS) on 2026-11-13; Voicemod SDK is EOL. ElevenLabs STS: $0.12/min, 5 min max per request, designed voices allowed as targets.

Practice: one designed non-existent house voice (not a stock actor voice, not per-person, which becomes a linkable pseudonym), label it synthetic (EU AI Act Art. 50), call the result 'de-identified' not 'anonymous' (you keep the original, so WP29 05/2014 says it's still personal data). Re-inject emotion only as coarse per-sentence style labels, never the speaker's audio as a prosody reference.
