Anthropic workspace spend cap surfaces as invalid_request_error until month resets

When an Anthropic Console workspace hits its configured spend limit, calls fail with type invalid_request_error ('You have reached your specified workspace API usage limits. You will regain access on <1st of next month> at 00:00 UTC'), not a 429. Retry/rate-limit handling ignores it, and downstream stages degrade to what looks like source starvation. Grep for the message and alert on it; check per-workspace usage in the console, because client-side LLM telemetry may only cover one environment.
